| Decisions of establishing the UPMU |
 On 31/10/1998, minister of higher education has issued the decision No. 1423 of establishing a committee for developing the high education.
This committee has the mission to put a strategic plan for developing the high education system and to put a vision of the execution mechanism.
On 9/3/1999, minister of higher education has issued the decision No. 250 of establishing 6 subcommittees to put the general framework of the strategic plan.
On 13-14/2/2000 the national conference of higher education has held, and it has issued the strategic plan project for developing the higher education system.

| The UPMU Board |
On 5/10/2003, the university president has issued the decision No. 965, this decision concerns with establishing the UPMU Board. This Board consists of a group of the university professors to manage the developing projects.

| The UPMU objectives |
- Following up all development plans of Alexandria university.
- Proposing projects for development for the university and its faculties.
- Reviewing development projects and following up the implementation of those projects.
- Financial and technical supervision to other sub-units.
- Financial and technical supervision to projects.
- Providing sources of funds for the development projects at the university.

| The UPMU activities |
The UPMU made many activities since its establishment such as:
- Awareness campaigns in most of the faculties; it contained lectures and seminars in order to facilitate the participation in development process.
- The UPMU held a two days workshop, for training the participants about how to write a project proposal concerning the HEEPF.
- The UPMU held a one day workshop, for training the participants about how to write a project proposal concerning the QAAP.
- The UPMU dedicated a period of one month to receive the inquiries of the professors concerning projects proposal writing.
- Also the UPMU dedicated some of the Board members to visit the faculties, in order to help them in writing the QAAP projects and also to oversee the projects and its financial and technical reports.
- The UPMU follow-up the activities and programmes timetables of the projects with the director and members of the various projects in order to overcome the obstacles which may face them in order to fulfill their commitments in the estimated time.
